I am attempting to assign Power BI Pro licenses using Azure Active Directory (AAD). We do not have Office 365.
I assign them in them in AAD, but then go back into AAD and they are not assigned. When I try Power BI to look at my workspace, I receive and error "Invalid connection credentials".
I cannot find what I am doing wrong.
Thanks in advance for any help that can be provided. I searched the knowledgebase and did not see a post on this issue.

@horntw make sure that you assignin a license for account with don't stay 'Free Power BI License' , you need assign it in user without this type of license.. i've saw this bug sometimes into license's manager of power BI.
Hi there
Even though you have got AAD, in the background it also creates an Office 365 Admin Centre. You can log into this by clicking on the right hand side and then select Admin
Thanks Gilbert. This resolved my issue.
