We have gotten approval to move forward with a prototype we developed on Desktop. Now we want to make that available to the users via their web browsers. Obviously we need to purchase a license and thats approved. But we dont seem to be able to find
1) What type of license ? All of the development is on Desktop, all of the viewing is on the server ?
2) What does the server need ? What has to be running to enable this.

While reading, two things to decide.
1. Do you want cloud based solution that you basically just upload and share? Power BI at link above
2. Do you want on premise based solution where you need your own hardware before you can upload and share, but you own E2E? Power BI Report Server. https://powerbi.microsoft.com/en-us/report-server/

To host a pbix based report on-prem you will need Power BI Report Server.
This can either be licensed using SQL Server Enterprise Licenses with Software Assurance (so typically I think your organization would need some sort of Enterprise Agreement)
Or if you purchase Power BI premium capacity in Azure you are entitled to install the same number of cores in an on-prem Power BI Report Server instance.
