Originally, I had a column with values every second. I converted the timestamp column from HHMMSS to HHMM. Now how can I average the values that belong to the same HHMM. Can somebody please help?

It seems that you want to get average of same timestamp, right? You could achieve this like below(group by on "SAMPLETIME_UTC BY MINUTES")

Also, a sample of your data would be tremendously helpful, did you add a column in Power Query when you converted to HHMM?
Yes, I added the column on the right hand side (SAMPLETIME_UTC BY MINUTES). Is this screenshot good enough or you need the file I am working with?
