1. Which Power BI mobile tool should be utilized to generate mobile reports for on-premises servers?

2. Is there a dedicated mobile application designed for the report server?

3. What is the process for publishing designed reports for the mobile application?

#1, Current you not need a specific mobile tool to design mobile report, you can switch to the phone layout on power bi desktop side to design a report view that suitable be viewed on power bi mobile app.

BTW, even if you not create these layouts, the raw report can also be view on mobile app side.

#2, Power bi mobile app allow you to access to the report server, you can refer the following link to know to configuration them.
