Is it possible for me to publish to web a dashboard with Q & A? I am able to publish but cannot see tool bar option such as pin, save or export? Thx

Publish to web has many limitation, you can review at here
Q&A will come as a part of publish to Web. You need to go with PowerBI Embedded (Developer) Options like user owns data/App owns data
