Can the administrator of gateway add other users to be admin?

Dear,

There are two question about the Power BI:

1.How to add other users to be admin of On-premises gateway.

2.The different apps can use the same gateway,right? I'm not the gateway administrator, and I publish the new apps, but I can't configure the Data source credentials, so Power BI failed to refresh the app data which I published, and show the error "Scheduled refresh is disabled because at least one data source is missing credentials. To start the refresh again, go to this dataset's settings page and enter credentials for all data sources. Then reactivate scheduled refresh." What should I do? Looking forward to youre respons.

You can refer the following documentation to request gateway administor to add you as a gateway admin.

About your second question, please check what data sources be involved in your report and whether all of them be added in gateway data source if the related data source is on-premises.

       Thanks for your support, if the mode of on-premises is personal mode, and it's impossible to add others as a gateway admin, right?

Yes, On-premises data gateway (personal mode) can’t be shared with others.  You can find the details in the following official documentation.
