We've created a PBI dataset for an application to access via the PBI Rest API - but I'm not sure that a great option. We created the PBI dataset so that we could reuse the measures previously created in our SSAS tabular model and make a dataset that is specific to the applications use case.
95% of the PowerBI rest api items I find is directed towards using embedded reports/dashboards. Very little information on accessing a dataset, which has me wondering if it's such a good idea. We are talking millions of rows and I recently ran across a 100K limitation for the PBI Rest API. Is there a better way to do this?
Desktop won't work as it is need for an external application.

If these operations are based on rest API, they should also be limited by rest API limitations.
Perhaps you can try to use power bi desktop data connector to getting data from power bi dataset. They should not be effect by these limitations.
