question: if any developer name is not under DEV,FSD,UAT show developer name. write DAX

I think you just need to create a measure to get the developernames which are not under DEV,FSD,UAT.
Measure:
DeveloperName not in {DEV,FSD,UAT} =
CALCULATE (
MAX ( 'Table'[DeveloperName] ),
FILTER ( 'Table', NOT ( 'Table'[ProjectStatus] IN { "DEV", "FSD", "UAT" } ) )
)
Result is as below.
