There is no option for conditional formatting the call out value of the gauge visual.
Are there alternatives for this?
green if call out value is > 0
red if call out value is <=0

I believe this is a bug with the Sept 2022 version. See similar issue raised about call out value missing in card visual:

I can confirm it exists in the gauge visual in the Aug 2022 version (see pic below) so if you need it urgently, I recommend reverting back to that version until Microsoft comes up with a fix:
