I am trying to build a filter by date and respective Quarters similar to what is shown in the image. This works using a simple slicer but I am looking for building this in a user-friendly and interactive way. So will I have to create a bookmark for each and every combination of year and quarter? Is there a more intuitive way?

Change the columns to text type, then add them into a default slicer.
Turn off the "responsive",
You could also add a shape, then put the shape layer at the bottem, then click+ctrl on slicers and shapes and right click on mouse to select "group".

No, I was looking for a button type interface to filter. And also, since the user can select multiple quarters, this leads to a very large combination of bookmarks @amitchandak
@Bismeet , when you change orientation or slicer to horizontal they look like a button. explore if that can help
