Can someone please tell me what kind of meausure this is and how would I create one?
The background is I am trying emulate some of the elements of this sample: IT Spend Analysis sample for Power BI

This is the imported KPI.
After import into Power BI, your KPI will appear in the Fields pane, marked with the icon. To use a KPI in your report, be sure to expand its contents, exposing the Value, Goal, and Status fields.

Many Thanks @v-tangjie-msft I ended up rebuilding the data in Excel and didnt use the Power Pivot approach but it was a helpful learning exercise.
