May I ask your advise for below issue?
Context: I have a matrix with conditional format (green, red, yellow) for value base on target value.
Expectation: I want to create a dynamic/box for target, then end users can input which value of target they want to this box.
The conditional formatting will be changed follow the input value of target.
Support need: kindly advise how can I create target visual like that.
Below is example of current data, but I fixed target value is 85%.

Thanks for your advice. I can create what it parameter and set conditional formatting accordingly.
However, when I click to parameter to adjust the value, there are many decimal number in this value. Is it possible to adjust to only 2 decimal number in here?

I format value for visual but when I click to enter value, the number of decimal places shown for this value is quite long.
I'm not sure if it is default with what-if parameter or can I format the number of decimal places shown for displayed value when I click to enter the value?

You can insert two parameters and based on the value from each of these, set up the conditional formatting. If the user set 85% for example, how to get the 70% mark.? if you need on ly one input for 85%

Add a table with all of your different input values. I'd recommend using Generateseries()!
Then add your new column to a slicer and assign single select to it. I'd also advice you to add search to your slicer if theres going to be many different values.
Finally create a measure which divides with the selected value of the column, and use that measure in the conditional formatting. You should get a result similar to this:
