I am using Report Builder and trying to filter the table by Top N ( 5 in this example) and the return is not what is expected. Please see the below screenshots.

According to your description and sample picture, it seems to be a problem related to the Power BI Report Builder instead of desktop, I think you can go to the Report Server Forum to open a new case so that more experts in Power BI Report Builder can help you.
