I am getting this error when I try got connect to a SQL Server database via direct query. Any idea why this would be happening?

Can you provide more detailed error message?
Can you connect to SQL Server Database successfully using import mode? Test whether you can reach the database in SSMS with the same credential.

It appears the issue is that the database is on-premises. An on-premises gateway would be needed in order to connect to it.

No, it is not related to scheduled refresh, it is just trying to load the data. Would the data being on-premises not be an issue for this?

To load data from on-premises data source, there is no need to configure data gateway. A gateway is required to set scheduled refresh.
