I am working on a report for some project with different start dates and one of the project happens to have two start dates and the user would like me to use two start dates for a single project in the report, I dont think its possible but any suggestions would help.

According to your description, i think you want to combine two dates into one table, right?
If so, i create two tables to test:
Then, mamage their relationship to one-to-one and it shows:
