I am trying to get the totals correct for the Expected Learner column in the matrix below
The source table has a row for each learner and Expected Learners has the same value for all learners in a group. So in the above matrix, the Actual Learners column is a count of the learners. The Expected learners column is displaying the Max(expected learners) since this value is the same for all learners in a group. The correct Total for the Expected learners should be 5.

If it is, this is my sample DAX:
Expected Learners = MAX('Table'[Expected])
And please try to add this DAX:
Measure = SUMX(VALUES('Table'[Region]), [Expected Learners])
The final output is as below:
