Time Intervals and back fill of data

Hi Power People, this time I have bring this query for experts and need quite urgent help 🙂 I please request you to read my full post as I am explaining here and can accept any advice on alternatives too:
This below - TABLE 1 - is my original data(this is being sent by our devices whenever the value changes so the data will be recorded whenever value changes regardless of time)

due to some analytical requirements, I want to fill this data for 5 minutes interval of time(see Table 2 please), I am imagining it would calculate 5 minute interval like this may be as we want values to be filled not more than 5 minutes. PLEASE GUIDE

and final requirement or actual requirement will be that with help of Power BI the table values will be filled and previous value will be copied for each 5 minute interval until new actual value is recorded in data(Table 3)
