This is a power bi Desktop bug i think. but i don't know how to report this as a bug.
The table filter for dates is in USA date setting instead of the regional setting (dd-mm-yyyy) or international yyyy-mm-dd
Its everywhere correct, even in powerbi, except for this filter window.

I do not think if there is any bug. If you use the calendar icon, you should be able to correctly filter the date.
Also if you see dd-mm-yyyy is acceptable date format.

That is a work arround but not a sollution, because all other date options are on the locale setting. only this window is USA standard which nobody then USA uses.

Please check the format of short date in your system. The format in this window is same as your system short date.
You see if my system short date format is mm/dd/yyyy, though I use dd/mm/yyyy in column tool in Power BI, this window will still show mm/dd/yyyy.
If my system short date format is yyyy/mm/dd, though I use mm/dd/yyyy in column tool in Power BI, this window will still show yyyy/mm/dd.
