want to create a interactive dashboard/report with multiple information like first in screen below, here I want to have four Card views but all four will interact Separately with selected country in above Slicer ( countries are almost all countries in the world ), how I can have this control on my dashboard / report? by default this should show data for 4 different countries, when user click on a country no matter only first one will replace. ( if it is possible user selects 4 countries and all relative data (rate) will show in below 4 Card views, then it will help a lot )

Do you want something as below:
Create 2 measures as below:
Measure = CALCULATE(SUM('Table'[value1]),ALL('Table'))
Measure 2 = IF(ISFILTERED('Table'[category]),SUM('Table'[value1]),'Table'[Measure])
Check my .pbix file attached.
If it is not what you need,pls provide some sample data with expected output.

i am sorry if it create misunderstanding, i do not have sample .pbix file, to test what i have learned yet. i just have access to this on Power BI Server as app and have Excel file to load data. :- Link to Excel File

thanks for your passions to help me @v-kelly-msft and very sorry to failed to clear the requirement yet.
it is just a sample to test employees in department what they have learned, data is dummy (but may be there is any coincidence).
i want to calculate %Change for Last 5 Years for each Country.
it should calculate data row-wise and have average of %Change in last 5 years.
a formula i found on powerbi.tips is here (the sample as on their web page), but don't know if it is right choice (as per my very little knowledge) and how to restrict data for 5 years.
% Change = DIVIDE( CALCULATE( SUM('Auto Production'[Production]), FILTER('Auto Production','Auto Production'[Year]=MAX('Auto Production'[Year]) ) ), CALCULATE( SUM('Auto Production'[Production]), FILTER('Auto Production','Auto Production'[Year]=MIN('Auto Production'[Year]))) ,0) - 1
