Sharing report issue: publish to web (public)

Greetings,

I'm currently attempting to share a report using the "Embed report -> Publish to web (public)" feature in Power BI.

 

Despite having the appropriate administrative privileges, I'm encountering the following error message:

Could someone guide me on how to ensure my report meets the requirements for being eligible to publish to the web?

does your report use a dataset from another user that isnt directly yours? caus if you do you may need permits from the dataet owner to be able to perform this action  

also the enviroment adm portal should have the public to web option avaible.
