I have a dumb question...
I have users A, B, and C who have access to 1 report in 1 workspace.
All 3 have admin permissions and Power BI Pro.
Users A and B are able to see changes and updates made to the single report in the workspace, but user C cannot.
When user C opens the same report as users A and B, they cannot see the changes or updates and cannot make any changes.
What is going on with user C?

Did you check the permissions on the data set?
Maybe C has role in the workspace, but only reader on the dataset.
Or this dataset is in another workspace .

@nfowler_PDR , Ask user C to clear the browser cache and refresh the report, and check again. Also, make sure C is Admin of workspace, I doubt that too
