I have used a location hierarchy in the matrix chart, with levels as Zone, State, City, with drill-down option. The same columns are used as filters. Is there a way to drill down to the highest filtered hierarchy level without the user manually drilling down to the level
For example, If a user filters a State, the hierarchy level on the matrix chart should be changed to State

According to your description, it seems that you want to use filter to jump to corrresponding level, right? As I know, this doesn't support currently. You could submit this requirement on Power BI Ideas.
In addition, one workaround is that you could try to use bookmark to achieve this goal, you could create bookmarks for each level, then when you could click on corresponding bookmark, it will jump to corresponding level.
