Is it possible to send out an mailto alter based on if a measure value is greater then 0 ie. 1. to an individual within the organisation if they have not completed their timesheet.
The issue i have is that some week i have 2 peopel missing timesheets other weeks 35, other weeks 50. and i want to be able to do this autotmatically if its possible in Power BI or and alternative solution.

According to the official document, currently alerts can only be set on tiles pinned from report visuals, and only on gauges, KPIs, and cards.
An idea similar with what you expect has been submitted in the following link, please vote it up and you can add comments in it: Set Alerts On Bar Graphs and Other Visuals

I do not think you can base a change in the measure value to shoot an alert. Please check if any possibility exists with Power Automate intergration:
