Currently, I have a simple dashboard with the following data:

2019 | Cap | Actual | 13 |

2019 | TotAct | Actual | 1540 |
Currently, I have a slicer that displays only 'Cap,' 'DV,' and 'FTV' from the Type column, excluding 'TotAct.' Moreover, I have a column chart (and a Card) visualizing the sum of the Value.
As it stands, when no option is selected from the slicer, the chart correctly shows the summation for all data in the Statistics column, including 'TotAct.' However, I propose a refinement to the chart behavior.
The updated preference is as follows: when no selection is made in the slicer, the chart should only display the 'TotAct' value. Conversely, if any option is selected from the slicer, the chart should reflect the chosen value.
The same principle applies to the Card element on the dashboard. If an option is selected from the slicer, the Card should display the corresponding value. In the absence of a selection, it should exclusively show the 'TotAct' value.

Measure = IF(HASONEFILTER('Table'[Type]),SUM('Table'[Value]),CALCULATE(SUM('Table'[Value]),FILTER(ALL('Table'),'Table'[Type] = "TotAct")))
