I'm currently making a bar graph with where I'm conditionally formating the data colours based on another measure. It would be nice to have a colour gradient for the viewer to see what the different colours represent. This colour gradient should be like a legend on the side.

It is indeed not supported to be shown on the side for now. You could show the numbers per bars and add the constant line as a workaround.
To make Power BI better, you can submit your request at Power BI Ideas. Hope the recommendation will be implemented as soon as possible.
