I suddenly (this morning 6th Oct 2017 at 12:00 noon) got a message when I clicked on the ellipse beside a dataset in Power BI to set the SECURITY
"RLS has moved to Power BI Desktop", I downloaded the October 2017 version of the desktop, but there is nowhere obvious to add the users to the RLS security groups!

On Desktop, we can only define roles and rules. When you publish to Power BI, it will also publish the role definitions.
To add users to RLS security groups, we need to click ellipse on Power BI services. We can add a member to the role by typing in the email address, or name, of the user, security group or distribution list you want to add.

The options to assign users to Groups has reappeared today (thank goodness)! These had disappeared on Friday and were replaced with the message on this post.
