Can we able to apply RLS without adding mail ids at security level.
If yes, help me how to get the solution.

If you do not add members to the security, RLS you have set would not take effect.
Refer: Row-level security (RLS) with Power BI
In the Power BI service, you can add a member to the role by typing in the email address or name of the user or security group. You can't add Groups created in Power BI. You can add members external to your organization.
You can use the following groups to set up row level security.
Note, however, that Office 365 groups are not supported and cannot be added to any roles.
In addition, if you are not the admin access in Office 365, you could not create groups in it without permission.

@jay_patel , You can add security groups, mail-enabled groups, and mailing lists.
But you need to have one of these. What is the need you are looking for?
Without adding in security, can we enable RLS?? and for this id what we are using for power bi service it doesn't have admin rights in office 365. Can we add groups in office 365 with out permission.
