I have a powerBi Dashboard setup on a common workspace. PowerBi Dashboard was created via PowerBi Desktop and published.
1 - Step
Email comes with CSV attachment and gets saved on the Sharepoint via PowerAutomate Trigger.
2-Step
Same PowerAuotmate Flow after 30-sec of deplay refreshes the PowerBi DataSet.
When I open the PowerBI report (web), The Visuals are empty (no data is displayed). But on the top I have Last Refreshed, that date is shown correctly.
When I go open the PowerBI destop and manually Publish the report, the Data then becomes Visible and visuals are displayed correctly.

What account/connection are you using to run the refresh? I would make sure that account has permissions to the SharePoint source, it's possible you have a different account specified in the desktop app.
Check the account/permission, they all seem to align right.
If this was an issue, the Date Refresh data is showing correctly but the Measure formulas dont display anything.
