Power BI and .TAB files

is it possible to bring MapInfo (.TAB) files into Power BI

i'm wanting to overlay Ward information on a map but am unsure of how to do it.  I've tried using Web as a data source to pull information from http://www.data.gov.uk but am not sure how to do it

Nope, power bi not support this type.

AFAIK, share map visual support to use custom data(json format), you can refer to following link to know more about this:
