Not allow to re-publish the BI

I tried re-login, reboot the machine, and re-install powerbi still cannot re-publish.

But other account can re-publish the same .pbix

I created new workspace and push the file to the new one. After that, it can re-publish to new workspace.

@harryli , Check with admin, There is permission under Tenant setting on power bi service to allow republish. Seem like that is not enabled
