I can create the overall Improvement Glidepath chart in Power BI below but am struggling on how to create the glidepath target (blue line) that changes per the diffient quarters. Any thoughts is welcome. Thanks

Based on your description, I created data to reproduce your scenario. The pbix file is attached in the end.
Table:
Calendar(a calculated table):
Calendar = CALENDARAUTO()
There is a relationship between two tables. You may create a measure like below.
Avg Target =
var qtr = SELECTEDVALUE('Calendar'[Quarter])
var re =
CALCULATE(
AVERAGE('Table'[Target]),
FILTER(
ALL('Table'),
QUARTER('Table'[Date])=qtr
)
)
return
COALESCE(re,0)
Finally you may use 'Line and clustered column chart' to display the result.
