I have the following data wherein I need to group the user only by Manager1, Manager 2, Manager 3 from the tag column.

Not sure if following result is what you want. Create a new column with following DAX formula.
NewTag = IF ( SEARCH ( "Manager 1", Table1[tags],, 0 ) > 0, "Manager 1", IF ( SEARCH ( "Manager 2", Table1[tags],, 0 ) > 0, "Manager 2", IF ( SEARCH ( "Manager 3", Table1[tags],, 0 ) > 0, "Manager 3", Table1[tags] ) ) )
