Maximum value of the count of a population on a gauge

I am trying to create a guage visualation that counts the "Yes" responses. I can't figure out how to set the maxium to be the total count of the population. So far I can only get the maximum to be double of the "Yes" count. The max should be 10. I can't make it static since I would like to apply filters later.

Just drag measure below to Maximum value.

Measure 2 =
DISTINCTCOUNT ( 'Table'[Name] )
