I am wanting to include this measure in the "row" section of my matrix:
(this is an excel example)
Here is what I have in Power Bi currenlty:
It sems to be a fact that i am unable to create a measure and include it as a roe in the matrix. -- My guess is to create a calculated column that takes the variance of leads to units; but I am having trouble creating this.

It is not possible to drag measures in Rows of Matrix visual in Power BI Desktop, there is an idea about this issue, please vote it up.
In addition, you can create a disconnected table to work around this issue, for more details, please review the following similar blog.

If it is just one measure then it will not show on rows. If you have more than one you can put the measures in the rows. You can read about it here:
This is not giving me the result I need; I have measures that I need to remain in the column format:
The red values are measures that need to remain in this format; I want to include the additional conversion of Leads to Started Units as a row value
