Is it possible for Power BI to perform incremental data updates from LOCAL and non-publish data?

I know you can set up incremental updates that go live once the script is published.

I'm doing development using a large dataset (3mil+ rows with many columns).

Hi @Syndicate_Admin ,
Based on your description, you want to partially update the data using incremental refresh. Incremental refresh only works on semantic models published to Power Bi Service. It is not possible to make changes to local or unpublished data. To implement incremental refresh, you need to configure it on Power Bi desktop and then publish it to Power Bi Service to configure the data credentials.
You can refer to these documents to learn more about incremental refreshing
