Incorporating multiple column conditions in to a slicer

Hello,

 

I imagine there is some clever way to achieve this but it isn't apparent to me what the best way to go about it is. Referring to the sample data below, I would like for there to be a way to utilize the slicer on the left to see all records with the selected Home Dept, as well as records with other home departments but that have charged the Home Dept from Account 6101.

The expected result in this simple dataset when filtering for Home Dept 001 would be to return all of the 001 Home Depts, but also include Joe's 6101 account record.

Is this possible either through Dax, Power Query, or other means?

why not also 6007? 

In this example, we don't want the 6007 because the Charge Department matches the Home Department and the Home Department is not 001.
