If your datasets operate in import mode and you don't want to go everytime and schedue a refresh for that, you can consider using DirectQuery mode/LiveConnect mode instead.
This way, the report's data is in near real-time whenever you access the report.
You can also try Powershell/Power Automate to refresh dataset, I think this blog could help you better to use it:

@Anonymous Not quite understood your requirement. But with the Pro License you can refresh upto 8 times per day and with PPU and Premium you can refresh upto 48 times per day.
