How do I move the Actual and Budget measure from Columns to Row?

Hello,

In the Variance Tab of the Power BI dashboard, shared in the below link, I am trying to move the Actual and Budget measures to the row in a matrix. How do I do that?

The move to -> Rows functionality is not working.

 

 

Actual EBITDA = calculate([EBITDA], filter('values',[EBITDA]<>0),filter('values','values'[Scenario] = "Actual"))
Budget EBITDA = calculate([EBITDA], filter('values',[EBITDA]<>0),filter('values','values'[Scenario] = "Budget"))
Variance 2 = calculate([EBITDA], filter('values',[EBITDA]<>0),filter('values','values'[Scenario] = "Actual")) - calculate([EBITDA], filter('values',[EBITDA]<>0),filter('values','values'[Scenario] = "Budget"))
