When we share a Power BI report, we usually add their work email and treat them as a guest (no need for them to have a license) since they just view the reports. The access has worked great for about 6 months and then yesterday guest users reported they could no longer access shared reports. What is going on? How can I get them access again?

a license is always required.
Possibly a test license or other feature was active.
"With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity."
