You could create a measure as follow:
Max1 = CALCULATE(MAX('Append1'[Value]),ALLEXCEPT(Append1,'Append1'[category]))
Or
Max2 = CALCULATE(MAX('Append1'[Value]),FILTER(ALL(Append1),[category]=MAX('Append1'[category])))
