Geographical PBI heatmap covering regions, not dots on places

Hello, I'm looking for a heatmap creation, I've tested all default and custom visuals in PBI, all of them take the place(lat and long) I put region as well, and it's visualised as a dot on this place, look:

this looks kinda ok, but If I zoom in:

is there a way to create a heatmap, either on Python or R for power bi that will take the region perimeter outlined, not the specific place? Thanks in advance
