I am trying to create a visual to compare one location's average number of days an issue is opened to the overall average.
My data table looks as such,
Column 1: Location (4 different locations)
Column 2: Year (2016-2018)
Column 3: Issue status (categorical data)
Column 4: Total number of issues
I created two measures to calculate the percent of issues closed within two different specific timeframes by location and year. I then created two more measures to calculate the overall average of the original measures (esentially calculating the average of averages).
I want to use one visual to show how each separate location compares to the overall average for the two timeframes. I now have all 4 measures in one visual, and I need to filter 2 of the measures while leaving the other 2 constant. I want to filter the bar by location but keep the lines the same to represent statewide average (so the visual will be location 1 average compared to overall average, then same visual can be location 2 compared to overall average, etc.),. In other words, I need to filter the bar graphs but NOT the line graphs.
Below is an example of my visual and how I have the data stored in the connected database. I cannot share my pbix file as this is confidential data. Any help is greatly appreciated. Thank you!

If you want a static line which ignores all slicers, you could add ALL('Table') condition in your average measures.
If you want a line only filterd by date, you could add ALL('Table'[location]) condition in your average measures.
If you want a static line only filterd by location, you could add ALLSELECTED('Table') condition in your average measures.
