Filter not working in PowerBI Report Url

When we take url from publish to web and try to pass the filter with url like below.

url - <iframe title="Bethel-PastorActivityDashboard" width="600" height="373.5" src="https://app.powerbi.com/view?r=eyJrIjoiYTFhODY2YzYtMjJiZi00YWYzLTgwNGUtNzI3MDYyNDVjMWVlIiwidCI6ImEzY... eq 171"></iframe>

i tried to pass the filter like this, but filter not applying. it shows all records. 

But i need to Show the filtered records without sigin option.

I assume I can not help you with that because I'm not familar with publish to web in combination with Power BI embedded solutions.
