I use a Power BI report set up by another user, they claim that the figures listed to the right of the MonthName in the filters are not the month/year day count. I understand they are, can you clarify please. Screenshot attached FYI. Many thanks for your help!

Yes, the figures listed to the right of the MonthName in the filters are the counts of recorded values in current table.
You can do a test like this, change the summary type of the field in the table to 'Count' and you will find that these values will match those in filter pane.
It should be noted that from the screenshot you provided, ‘MonthName' should be a field in the 'Fact Table' and 'Year' should be a field in another 'Date Table'.
Since the total number of records in the two tables is inconsistent, the total number of records for all values in filters is naturally inconsistent.
