Is it possible to do the same in PBI ?
Left bar - last year (forecast 70,3 + fact measures 71,5)
Right bar - current year (forecast 74,8 + fact measures 71,5)
X asis - months
There is Excel column chart throught overlapping axis.
Sample data:
Month | 2019_for | 2019_fact | 2020_for | 2020_fact |
Jan | 70,3 | 71,5 | 74,8 | 71,5 |
Feb | 69,9 | 71,4 | 74,7 | 73,3 |
Mar | 69,9 | 71,3 | 76,2 | 73,5 |

Yes, you can use Stacked Bar chart with Legend.
To have a different measure on the left and a different measure on the right, you must write the appropriate measure for this.
Provide sample data, or upload a file without private data.

Unfortunately, it cannot be set otherwise.
Possibly a combination of two graphs.

But we lost 2019 forecast + fact.
It should be able to visual all 4 measures on 1 chart.

On the picture you can find forecast + fact for 2019, please check the labels. Jan 2019 and Jan 2020 (on the bottom you have fact value, on the top forecast).
