I have the following visual in my report:
I use row context for ShortMonth to drill-through to the details page. The problem is that the TransactionType (Actuals, Budget) does not get filtered as I drill-through. I'm intentionally not using TransactionType as columns, because I need to also list the difference between them. Instead, I'm using 3 measures, which use ALL to overwrite the filter and row context.
Is there a way to filter TransactionType on drill-through, without sacrificing the Actuals - Budget column? I've had limited success with assymetric matrices (https://exceleratorbi.com.au/building-a-matrix-with-asymmetrical-columns-and-rows-in-power-bi/), but I'm hoping there's a simpler way.

What about having two drillthrough targets, one for actual and one for budget. They would both use the short month and the user could pick which they want to see more information for.

Not a bad idea. It means a little more maintence keeping them in sync, but it would definitely work.
