DAX measure help

Hi, I do have issue with building two Dax measures:

I do have a simple data set looking like below:

Date	Attribute	Value (decimal numebr)
dd/mm/yyyy	Cat 1	X.XX
dd/mm/yyyy	Cat 1	X.XX
dd/mm/yyyy	Cat 1	X.XX
dd/mm/yyyy	Cat 2	X.XX
dd/mm/yyyy	Cat 2	X.XX
dd/mm/yyyy	Cat 2	X.XX
dd/mm/yyyy	Cat  3	X.XX
dd/mm/yyyy	Cat 3	X.XX
dd/mm/yyyy	Cat 3	X.XX
dd/mm/yyyy	Line	X.XX
dd/mm/yyyy	Line	X.XX

I am facing 2 issues:

1. Date column is a slicer on a top of the page with Q+Y, what we want to achieve is, when using this slicer on area chart below we want to see snapshot of data finishing at particular quarter.
Meaning that if Q1 2020 is choosen we do not want to see only Q1 2020 data, but all historical data ending at Q1 2020.

2. Attribute column is used as another slicer (showing all attributes exepct "Line") we want to filter the area chart by all available categories, but we do want to have values assigned to "Line" to be always visible on area chart (regardless the slicer selection) - so that line values can be compared with choosen category.
The expected outcome is on the screenshot below (assuming that cat 1 is selecteg on attibute slicer)
