create a measure :

Attrition Rate % =

VAR __BASELINE_VALUE = SUM('Table'[No. of Emp That Left During Period])

VAR __VALUE_TO_COMPARE = AVG('Table'[No. of Emp for Period])

RETURN

    IF(

        NOT ISBLANK(__VALUE_TO_COMPARE),

        DIVIDE(__VALUE_TO_COMPARE - __BASELINE_VALUE, __BASELINE_VALUE) *100
