I'm struggling turning this Excel formula to Dax function. So basically, I need to perform a lookupvalue based on these 2 columns. If the value is matched then return that value.

try the following calculated column:
Column = lookupvalue( Lookup[Start B]; Lookup[Finish A] ;Lookup[Start B])
