How can I construct a year-on-year comparison chart in Power BI where the current FY is represented by bars above the x-axis, and the previous FY is displayed with inverted bars, along with a line indicating the difference between the two?

Assuming that you have a proper calendar table related to your fact table (yourTable), you would use measures something like this:
_currentFY = SUM(yourTable[value])
_priorFY =
CALCULATE(
[_currentFY],
SAMEPERIODLASTYEAR(calendar[date])
)
_priorFY_inverted = [_priorFY] * -1
_varYoY = [_currentFY] + [_priorFY_inverted]
You would then use a stacked column and line chart, putting both [_currentFY] and [_priorFY_inverted] into the column values, [_varYoY] into the line value, and use one of the fields from your calendar table as the axis.
